This document is a report produced by the Commission on Equality in Employment. In the report, Judge Rosalie Silberman Abella investigates "the most efficient, effective, and equitable means of promoting employment opportunities for and eliminating systemic discrimination against four designated groups: women, native people, disabled persons, and visible minorities. The process was to include an examination of the employment practices of 11 designated crown and government-owned corporations representing a broad range of Canadian enterprise."
