Canadian Labour Force Development Board La Commission canadienne de mise en valeur de la main-d'œuvre A Draft Guide for Sector Councils to Develop Working Relationships with Provincial Governments For Discussion September 4, 1996 prepared by Philémon Paquette Sector Councils’ Secretariat CLFDB Draft: August 29, 1996 23-66 Slater, Ottawa, Ontario KIP 5H1 (613) 230-6264 Fax: (613) 230-7681 Background Given that the federal government is transferring responsibility for labour market training to the provincial governments and currently negotiating the terms of that transfer of responsibility and resources it is in the interests of the existing federally facilitated Sector Councils to establish working relationships with each of the provinces. Possible Courses of Action 1. For those Sector Councils which have formal representation by an organization in a province, the task is to ensure that the provincial organization accurately promotes its connection to the federally facilitated Council, and the merits of using the occupational standard, curricula and trainings developed by the Sector Council on the grounds of efficiency and pan-Canadian acceptance by industry of these standards. ———— _ ----- 2. For those Sector Councils which do not have formal representation by an organization in a province, it is suggested that it establishes links with an organization (perhaps one representing some other Sector Council) to carry out the responsibilities in “1” above. 3. All Sector Councils should, through a business or labour member of their Board in that province, contact the Minister in each province responsible for negotiating the transfer of the labour market development responsibilities from Human Resource Development Canada to that province, to advise the Minister of the occupational standards, curriculum development, and training activities of the Sector Council with some indication of the breadth and depth of acceptance of those standards, etc, by industry and labour. This communication should include the offer to work with the Minister’s staff to ensure that provincial concerns will be addressed by the Sector Council in consultation with other provinces that Sector is active in to ensure a pan-Canadian solution which reflects local concerns and issues. 4. All Sector Councils should contact the provincial Labour Force Development Board in those provinces where one exists to inform them of the presence of the Scector Council in their province, the plans of the Sector Council, if any, in Draft: August 29, 1996 2 their province and of the products and services available from the Sector Council. Currently there are Labour Force Development Boards in New Brunswick, Nova Scotia, Saskatchewan, and British Columbia (see attached list for names, addresses, telephone and fax numbers). 5. Use the CLFDB impact analysis of the changes by participating in the Labour Market Partners Forum and stay informed about what is happening in the negotiation of federal-provincial agreements. Attached you will find: 1. a list of Ministers in each province responsible for negotiations with Human Resource Development Canada (to follow) 2. a list of current Provincial Labour Force Development Boards 3. a report prepared for the New Brunswick Labour Force Development Board on Sector Councils in that province. This report highlights the concerns of a province, and the basis for provinces to consider setting up their own sector councils if the current federally facilitated Sector Councils cannot or will not serve a province.
