The first few months of existence, known then as the Community Com- mittee, we worked and helped alliviate a number of concerns and issues. Among. some of the things we have ac- complished are: the establishment of a T.V. Society, the issuing of business licenses and permits and a manpower service. We have.also worked on the Post Office issue, first in:getting it located here as Bumping provision VANCOUVER (CP) — Bumping provisions in the tentative master agreement between Vic- toria and_ the Government Employees Union eliminate the chain- reaction effect government negotiators had feared would result from inclusion of such provisions. And while the tentative master agreement gives the government the means to sharply trim the government payroll, it provides a safety net for employees with three years’ service or more. According to a union leaflet being distributed to the union’s 35,000 members before they vote on ratification of the agreement beginning Monday, the union’s traditional job tenure is removed, but the deal requires that all economic layoffs must be made in reverse order of seniority. Under the old tenure provision, the government was legally obliged to offer a laid-off employee another job in the same classification somewhere in the civil service. BC. The layoff agreement, provided it is approved by Compensation Stabilization Commissioner Ed Peck, will exempt union mem- bers from the govern- ment’s Public Sector Restraint Act which gives public sector employers sweeping powers to fire workers. That legislation, along with government plans to eliminate the human rights commission and alter landlord-tenant legislation, sparked a_ series of escalating walkouts which saw 80,000 people off the job last week before the BCGEU contract was settled and the government and labor reached a truce.
